link state/county with country

It should be possible to link the State/County values to specific countries - eg Nottinghamshire is only valid if the country is the UK, Co. Meath is only valid if the country is the Republic of Ireland etc.

    Being able to link states with specific countries would be very helpful. Also please allow duplicate state codes so long as they aren't linked to the same country (ex: NL for "Nuevo Leon" in Mexico and for "Newfoundland & Labrador" in Canada).
