Many organizations end up converting attributes to constituent codes, and some convert constituent codes to attributes. Once both areas have start and end dates, and comments (already suggested elsewhere), we should have the ability to copy from one to the other, with all of the data intact. I can do this with import, but it's a time-consuming process, prone to errors due to prior data entry.
