suppress the message that a Constituent has an outstanding registration when adding a gift if the registration is for $0.

When adding gifts, if the constituent has an outstanding registration, a message pops up asking if we wish to apply this gift to that registration... need to suppress this message when the charge for the Event(s) is $0.00.
