Right now it is possible to filter by a date range to pull down actions, and to break down the report by fiscal year. But apparently it is not possible to remove the fiscal year headers for years outside the desired range, and the report populates 2013-14 through 2019-2020. The columns are empty, following the logic of the date restriction, but it's really annoying to look at data surrounded by so many unnecessary 0s.
