Currently, as confirmed by BB Support, you can not remove/delete a dashboard created by a user who has since been deleted from RE. Their dashboards appear on the shared dashboards list and can not be removed from there. I tried to recreate the user and then delete but RE considers it a new user so I can't access that person's previous dashboard. Supervisory rights should allow better access to clean up these types of issues.
