Limit RE users access to constituent records by fund giving. (under security groups)

Currently in RE you can limit access to Constituent's giving by fund. i.e. -> Group Privileges -> Gift Access by Fund.

We need to be able to limit access to Constituent's records by fund as well. You have the option to "Limit by constituency code," but this creates unneeded work and excess workflow in managing Constituents.

If I have a user who is managing a fund and I only want to allow them to see constituents who have donated to those funds, then I should be able to have an easy option to do that.

We are a unique organization in that we have a lot of funds in RE, aka projects in FE and need an easier way to set security on these.

    And when you do limit access to Constituent's records by constituency code, you can still see all the constituents when you open the search box and select "find now." The user shouldn't even be able to see these either.
