Allow to move actions and proposals to other constituent records

It would be amazing if we could move actions and proposals to other constituent records without having to manually re-enter everything. This is a problem when staff puts actions and proposals on the wrong constituent records, which looking back, seems to happen quite a bit historically. This would help speed up the cleanup process!

    When this happens with a gift, what I do is export the info and then re-import it with the correct constituent info. Saves time and you know you are copying it exactly. I'm sure that would also work for actions.
