Fix inconsistent number of tabs when opening constituent record from different other record types

When opening constituent record from Duplicate search window or from job assignment window certain tabs are missing (e.g. gifts tab, actions tab)

Apologies for my own comment on this but this also happens when creating new constituent and system finds possible duplicates. When you open the suspected record from the duplicate warning window several tabs are missing - the most important ones being Actions and Gifts - how are we suppose to make right decision without these two tabs?
