Currently this is controled by Config>Fields>Address. This would be useful to control events as sometimes you may need to add guests that may not have an address. Currently you will have to make all address fields not required.

On the format tab, under name format - the Organization section currently has that available. However on the Individual tab it would be incredibly helpful to have this option. This report would be even more useful if this was an option.
