Update and keep the VSE report as it is IMPORTANT to higher ed communities

Update VSE report with 2022 template from CASE. Please do not remove the report as to calculating to this report takes numerous manual hours. Higher Ed Communities are working with smaller staff so this helps the staff work smarter not harder.

    It is also important to (some) K-12 schools as well!!!!

    It should be on the annual project list to review the output of this report against the CASE VSE standards document so that institutions can easily comply with the requested data. As support staff are trimmed in these times of tightening budgets, having a tool that provides efficiencies is crucial to running a successful operation.

    It would additionally be great if this report were converted to web view so that it could be supported there.
