Add the ability to use the fiscal year for batch numbers

When setting options to generate batch numbers in config, there is no option to Prefix numbers with fiscal year.

It would be helpful to have these numbers cycle based on fiscal year vs calendar year.

This is actually hugely important to be able to lump all of our batches together to match up with the accounting side. the Calendar year is fine for customer imports, but is really useless and downright misleading for gift entry.
