Allow Modification or Reuse of Batch Numbers

Allow the batch numbers on financial gifts to be changed or reused. We had a batch entered incorrectly and the only way to fix it was to recommit it as a recurring gift, which meant all of those gifts are now saved under a batch number that doesn't match our accounting departments records.

    Maybe it's a user rights issue, but I can change batch numbers. You can't create a second batch with same # but you can change them.
