Allow self-hosted environments to upgrade from RE7 to RE NXT while remaining self-hosted

Note: this idea only works well if RE NXT can perform well when the client side is being run on a laptop, and the db server is on the other end of a VPN. I'm not sure if RE NXT is capable of performing well in the scenario.
