Currently when setting up security you either give everyone full access to the Query and Export sections. You should be able to limit access like you do with Records.

Query is a very useful tool but if exporting within a query cannot be switched off per user it allows wholesale exports of all data meaning that access to the query tool has to be limited.
Agreed seems inappropriate to restrict someone by constituency code and then they can see anyone in a query along with the output. I like that they can't open records of other constituencies but would prefer if they were not visible at all.
