Add an area to display notes on an INDIVIDUAL record's BIO1 tab, in the same manner as how they are displayed on the BIO1 tab for an ORG.  This would draw attention to the note easily/immediately and allow the user to put the most important notes in this area.  Users often do not take the time to look on the Notes tab to see if there are any notes there.  Even if they do and there are, this would save the user time and extra clicks.
