Create a set hierarchy for constituency codes

I know that you can query/report/export using constituent's primary constituency code but if this isn't the top one for any reason (data entry, error etc) then there's no point and it becomes problematic.

If somewhere in RE we could add a hierarchy for constituency codes perhaps with rules if an end date has been passed then we wouldn't need to worry about users.

    We prefer to recognize our alum prior over all other constituency codes when they give gifts but there is no way to query the hierarchy of the codes.

    This is an excellent idea. Constituencies as they are now can be very confusing. The end date issue is pretty major as well. Why can't RE understand that an expired constituency should not take precedence over lower level current constituency? Seems obvious but it doesn't work in export.
