Ability to set up business rules to pop up when closing a constituent record

e.g. if you mark a record inactive and there is an open proposal or open action on their record, an error message will pop up as you try to save and close - this will prompt users to maintain good records and reduce the amount of time I need to spend cleaning this up for reports.

As they are marking the record inactive, it is unlikely they will open the record again for the business rule to appear as a reminder.
