For user defined constituent business rules, if multiple rules apply to one constituent, add option to display pop-ups in separate windows
Right now when multiple business rules apply to one constituent, all the messages are displayed in one pop-up. People don't like to read and won't scroll down to read all the messages. Add an option to have each message display in its own pop-up window, one at a time.
