allow proposal campaign/fund to be made required

Within a proposal - the campaign and fund fields are not listed in Config-fields so you can not make them required. Lots of auditing in my future. Please make these allowed to be required.

    I would also like to see this changed - will help with data consistency.

    Yes, I absolutely agree.  Having the ability to haave this field a required one would assure accurate reporting and make Campaign updates much more reliable.
