I think it would be useful to have an option within the Volunteer tab which allows you to attach forms. Sometimes volunteer forms have sensitive information (Disclosures & PVG) and I think they would be best to be stored under the Volunteer tab rather than the general Media tab on Raiser's Edge. It also means that only the volunteers will be able to see this information (if you have set your permissions this way).
