Make the response field on the appeal tab

Make the response field on the appeal tab populate when a package is on the gift record.

When appeal and package are on the appeal tab and a gift is added with that appeal and package, the appeal tab won't fill in the response field. BB 104774 says the problem is the package on the gift.
