Useful to be able to search for new declarations and where declarations have changed. The contents of the declaration not helpful to this task. Access to a date added, date changed and added by and changed by would achieve this.

Allow for the inputted fiscal year in Config to tie into Batch, so that on the start of the new fiscal year, the batch numbers will automatically begin with the new fiscal year. Currently, this only happens with the calendar year.
