Enable the functionality in RE DB view to update the Hard Credited Constituent on a Gift Record both individually and through an import process.

This can obviously be completed (on a technical side) because the functionality to edit this data exists in Web View, so please unlock these fields in DB view both when on an individual gift record, and when using import to update existing records.
