For RE instances deployed outside the US, Constituent ID 2 cannot be used to import data. In the US, this data item is a label for the SSN. Every organisation would have a unique identifier (Universities predominantly have a Student Number or ID). I would like to see RE allow configuration so that every organisation can nominate its own Institutional id, and hence use that field as a basis to import data.
