Allow "Consent" to be marked as Required

with arrival of GDPR and the new fundraising regulations, it would be handy to have the consent field as must be completed field, even if no consent has been received at least you can still log this as no consent received.

    I would hate to see this go live, we are going down legitimate interest and have only recently updated to patch 8 and still have heaps of configuring to do around this aspect.
