I believe that you should be able to query or report based on a radius search of either a city or zip code. We constantly want to be able to find donors within 100 miles or and hour drive from a particular city when our major gifts officers are traveling. Currently we have to go to the internet to find all cities in that radius and add them all to query.
Please separate the 4 digits from the zip. This is causing us to exclude specific constituents when I use a SMARTPaste one-of because we have to use the city. All radius finders with exportable data from their website do not include those small communities that share a zip code but have a different city name. The 4-digit extension shouldn't be paired into one field anyway.
Easy work around -- Enter COUNTY information for each constituent. Then when you're determining the area you want to pull from, you can base it on the few counties that are within the 100 mile radius. You may still have to tweek a bit, but it should achieve the majority of your requirements.

Except the County/Adress tables aren't really appropriate for countries other than the US.
Ahhhhhhhh you didn't mention anything about this pertaining to foreign countries in your post..... sorry I can't help you with that.....
We have the same problem with having to look this type of information up on the internet to find the relevant cities. We have a particular issue with this on US zip codes, since some people have all 10 digits ont he zip code and others have only the first 5. At the moment, because the zip code all lives in one field, those people who don't exactly match are excluded from any queries e.g. people who have entered all 10 digits of their zip code, as opposed to people who have entered only the first 5. If BlackBaud could split the post code over two fields, this problem would be resolved.
Searchbug.com has a radius feature and you can enter your zip and 100 miles, for example and get all the zip codes in that radius. Then you can create a query on those zip codes. It's a workaround but works quite well.
We live close to a large metropolitan area, and have this problem when trying to plan events to invite people to.
