If you are trying to change STREET to Street, I'm pretty sure you can do this in global change and it will apply the same capitalization that you specify. I had to do some cleanup like this once before and was able to do this. But you are correct, you can't really query on it and I do think that would be helpful. Basically something like a "match case" check box.
