Allow Global Add and Global update for Ratings - currently only Global Delete is available for ratings

We are using an Internal rating amount to assist with revenue projections for MG. It would be helpful to add ratings or change/update ratings for groups of constituents (from a static query, developed from an NXT list or dataview Q).

    We currently update our own internal ratings using import.
