It is currently not possible to query on deleted users, even though their user name is still attached to records they created. It would be valuable to be able to query for all values of "Added By" or "Last Changed By," not just active users.
YES! Since user's aren't really "deleted" (their user record is still there in the underlying data and really can't ever be deleted without losing all that linked data) it would make much more sense to treat them as "innactive" (like all sorts of other info in RE). Specifically, I've got a terminated employee who made all sorts of data entry errors in RE. Our IT department deleted their user account, so now I can't create queries on any records they added or changed that would allow me to go back and proof their work.
