Currently, only appeals that have revenue have the ability to attach documents. We often send out an appeal that doesn't result in any revenue. However, we still want to be able to attach what the letter/card/magazine looks like to that appeal, both for historical marketing techniques and as an FYI for staff to review. It would be nice to add attachments to an appeal, even if no revenue is expected.
