TLS 1.0 Disablement Readiness

Check for and automatically install ODBC driver 11 for TLS 1.0 disablement readiness. Per this KB, ODBC driver 11 is required starting 2/2018 to be able to disable TLS 1.0 but it doesn't automatically install:

Windows 7 comes with ODBC 6 and Windows 10 comes with ODBC 10. Neither meets the minimum requirements to disable TLS 1.0 under RE 7.96 and above.

    Installing ODBC 11 doesn't hurt but also, compatibility with ODBC 13 or even ODBC 17 would be preferable but that's bigger than this suggestion. That would actually require RE to be current instead of close to EOL on its technologies. Usually, RE lags until they're forced off due to EOL.
