When actions within a track are dependent on the previous action being marked complete, presently when the action is marked complete in NXT, it does NOT trigger the next action. This only works if the action is marked complete in the database view.
Great news! This functionality is about to be shipped out with the Workflow Designer feature in RENXT! You will be able to create a series of actions and assign it to a list of constituents just like action tracks! We do still have a few more things to add before it is 100% comparable to what action tracks has today, but we are very close! We just shipped the first wave of 50 RENXT clients a couple of weeks ago, and are about to ship to 300 more this week! We hope to have Workflow Designer available in all US sites by the end of March. This feature will be located under the Tools menu in NXT, so be on the lookout for it!

Database view configuration settings (like Business Rules and Action Tracks) are not all respected by web view actions. We are working on the web view answer to Action Tracks (Automated Actions) which will be released later this year. For now I'm going to mark this idea as "Will not implement" but wanted to add some commentary as to why.
