Have the error message populate near the submit payment button so that users are immediately aware of an error.

If an error is made when submitting a payment using a form, the error message appears at the very top of the form and the user is not directed to the top of the form, thus the user is not immediately aware that there was an error. This can cause the user to press the submit payment button multiple times, possibly being charged multiple times, or at least concerned that they have been charged more than once, resulting in a phone call and donor distrust. 

Solution:

Either have the error message pop up off the screen to alert the user.

Have the error message populate near the submit button.

Make the page auto scroll to the top of the form to alert the user of the error.
