We have many users in our RE database and we need to allow them to merge duplicates and delete the merged (old/wrong) constituent record - however, we do not want to allow users to delete at the actual constituent level or be able to do any global constituent deletion. Currently having an 'all or nothing' on constituent deletion permission is not good.
