Ability to set up business rules to avoid entering donations after a particlar date

Can you set up a rule where no donations can be entered with a gift date less than or equal to a particular date (in our case 09/30/2017)- end of our FY.
Can you set up a rule where the gift date for gift type CASH/STOCK PAY/PAY CASH can’t be greater than the post date?
