allow Order By on Exports to work when just

allow Order By on Exports to work when just wanting a quantity of 1

When one exports out 1 item in an export (e.g, action for a constituent) and uses Order By it ignores the order by. One has to export out at least a quantity of 2 items to get the order by to work.
