Currently, a letter can be generated within an ACTION record, however, if the letter is customized and saved within the ACTION, the user cannot open the letter again because it is saved in the back-end area of Raiser's Edge. Sometimes, a user may need to review the letter that was generated (especially if it was customized from the form letter).
