When a record is open in RE and you wish to open another record in a new window, I have accidentally clicked DELETE CONSTITUENT rather than OPEN IN NEW WINDOW, as these two options are right next to each other.  I would like to suggest moving the option DELETE CONSTITUENT near the bottom of the options under File.
