Allow the ability to soft credit a constituent for more than the gift amount to accommodate United Way and other fee gifts. If a check comes in for $94.50 and you need to soft credit two people, you can do that...

50: donor 1
50: donor 2

But if $94.50 comes in and you need to soft credit just one donor, you can't soft credit $100 (more than the gift amount).

This makes using soft credits to deal with United Way gifts (per the BB75014 solution) not really usable.
