Hi! This functionality is about to be available with the new Workflow Designer feature that has just started shipping to all US RENXT clients.  You will be able to create a series of actions and assign it to a list of people that meet certain criteria.  Those actions will then be automated and controlled based on time and whether the previous action in the series has been completed.  One thing we do not have yet, but are working on, is the ability to make the workflow "dynamic", as we call it, and automatically retrieve new constituents that meet the list criteria as you mentioned above.  That functionality should be available soon though!  We hope to get this feature released to all US RENXT clients by the end of the month, and it will be located under the Tools menu once it is available to you.  Let me know if you have any feedback once we release this new feature!
