soft credit for prior gifts

Provide the same retro-active soft crediting function available for a new spouse to other new entities. For instance a new family foundation receives retroactive soft credits for previous individual gifts made by the person who creates the new foundation.

    If it is doable in global change, which I am not sure it is, not all users should be given the rights to use global change. But these users are adding relationships which should be able to be soft credited for previous gifts.
