Add "regrets" to online event forms in OLX and NetCommunity
It would be beneficial for invitees to say they are not coming to an event instead of them having to call the office.

This would be incredibly helpful. It's already planned for the RE NXT web view event registration forms. We need it for Online Express too!
p.s. - This idea needs to be merged with RE7-I-3377.
