Allow Benefit Cost to be greater than Gift

Allow Benefit Cost to be greater than Gift Amount.

When entering benefit cost (for example Auction Items). It would be nice to be able to enter the exact FMV and over ride the error that says "benefit cost is greater than gift amount".
