In our database we code Active Constituents as donor who gave in last three years along with some additional criteria set by the CDO.  We use this for mailing and reports etc.   We also email to ALL emails in the database regardless of Active status on the record.   OLX will not apply the email stats to appeal record for Inactive records in database so we have to globally change constituents to Active and then change back.  Not an ideal situation but doable.
