Allow the 'States' table to be edited

I would like to have the ability to delete (or at least mark as inactive) these states from the States table:

American Samoa
Canal Zone
Federated States of Micronesia
Guam
Marshall Islands
Northern Mariana Islands
Palau
Virgin Islands

    The Canal Zone is no longer a US territory. I can't delete it and I can't make it inactive. It's very nice that you populate us a list of states for us in config, but if you're going to do that you need to either keep it up to date or allow us to do so.

    After extensive negotiations, the Canal Zone ceased to exist on October 1, 1979, in compliance with provisions of the Torrijos-Carter Treaties. You're a bit behind.

    We should have the ability to edit this table. This knowledgebase (https://kb.blackbaud.com/articles/Article/39792) explicitly says that is not possible but it definitely should be. Especially as RE does not allow duplicate short descriptions. The state of Pernambuco in Brazil should have the short description on PE but that is already taken by Prince Edward Island which should really have the short description "PEI"
