GL Distribution in Config

The ability to setup a default GL Distribution in Config should be made available even if Financial Edge isn't integrated. Many sites are using other financial packages and this would help ensure the correct GL values are specified when creating new fund records.

    A default GL distrib would be of very little value for us and could result in an accounting mess. For us, each fund is almost always a different GL fund than other RE funds. So, potentially having those GL funds defaulted could lead to incorrect postings until errors are found. Error message for blank GL fund, is a good flag for entering new fund GL #s if it hasn't been done.
    The copy from function works well for copying year to year.
