Add a related country field to the States table so records can be filtered appropriately

I'm dealing with international donors now. Some countries are appropriate for the USA standard model, so they would need their states added to the USA state list. Italy, for example, has two letter state codes that match some USA state codes. A relational column in the States/Provinces table that had the associated Country would be quick to implement, then later you could make is so that NetCommunity forms didn't list more States than the ones appropriate for the chosen country of the donor.

    Crud, I didn't finish writing, but my logging in posted anyway, and I don't see an Edit feature for the idea, just delete. I wanted to go on to mention that this could extend to other places in Raiser's Edge like the Counties table. Obviously we repeat counties in various states, which from one standpoint isn't a problem, but if the state is known, why would we want to see a list bigger than the already long list of County's for a given State? ...Country (in the cases of UK)?
