Allow files (pdf, doc, xls, etc.) to be uploaded to Notes and Action Notes in the hosted environment

In the hosted environment you cannot drag and drop a file into a note. We would like to see this option exist in the hosted environment. Or allow us to create a URL from a media item to put in the notes for Windows 7 operating systems.
