Add a "new user" button for admins on blackbaud hosting

Add a "new user" button for admins on blackbaud hosting. I would never have thought to right-click on the white space in order to add a user.

and then make it possible for us to add the new user and get them set up without needing the new user to receive and activate a variety of emails for RE, Citrix, and NXT. IE Allow us to to be able to completely set up new users and provide the new user with their log in information.
