Allow an administrator or supervisor to suggest or assign classes to their users on Blackbaud learn.

I would like to be able to assign/email/suggest classes to users on Blackbaud Learn. We have a subscription which no one is using, but they might if I do the leg work and assign/suggest classes that are important to their role.
